Well, you can't have a war without someone to fight

NPR - The Central Intelligence Agency has more than doubled its estimate of the number of fighters the Islamic State could have in Iraq and Syria.

In a statement, an agency spokesperson said they believe the Islamic State, also known as ISIS or ISIL, "can muster" between 20,000 and 31,500 fighters in those two countries.

Earlier, the agency had estimated ISIS had at least 10,000 fighters.

Oh, excuse us, it's not a war just a "major counterterrism operation . . ..

White House Dossier - Out-Orwelling Orwell, Secretary of State John Kerry said we are not at war with ISIS, merely engaged in “a major counterterrorism operation.”

Well. That’s a bit like calling a bank robbery “a very aggressive withdrawal of funds.”
